Department of Energy Washington, DC 20585 September 15, 2021 MEMORANDUM FOR: WATER POWER TECHNOLOGIES OFFICE DIRECTOR THROUGH: ALEJANDRO MORENO DEPUTY ASSISTANT SECRETARY FOR RENEWABLE POWER ENERGY EFFICIENCY AND RENEWABLE ENERGY FROM: KELLY SPEAKES-BACKMAN ACTING ASSISTANT SECRETARY & PRINCIPAL DEPUTY ASSISTANT SECRETARY, ENERGY EFFICIENCY & RENEWABLE ENERGY SUBJECT: Delegation of Authority Under the Office of Energy Efficiency and Renewable Energy In accordance with the authority delegated to the Assistant Secretary for Energy Efficiency and Renewable Energy from the Under Secretary for Science and Energy on March 25, 2021, pursuant to Section 624 of the Department of Energy Organization Act (Public Law 95-91, 42 U.S.C. § 7252), the authority is re-delegated to the Water Power Technologies Office Director to approve and issue all rulemaking and rule-related documents for the hydroelectric production incentive program. In accordance with the authority delegated to the Assistant Secretary for Energy Efficiency and Renewable Energy from the Under Secretary for Science and Energy on March 25, 2021, pursuant to Section 624 of the Department of Energy Organization Act (Public Law 95-91, 42 U.S.C. § 7252), the authority is re-delegated to the Water Power Technologies Office Director to make incentive payments to qualified owners or operators of hydroelectric facilities, under Section 242 of the Energy Policy Act of 2005, as amended. This re-delegation now supersedes the April 2, 2015 memorandum that previously re-delegated this authority to a senior advisor in the Office of Renewable Power.
