MEMORANDUM FOR FROM: SUBJECT: Department of Energy Washington, DC 20585 March 9, 2011 THE BUILDING TECHNOLOGIES PROGRAM THE FEDERAL ENERGY MANAGEMENT PROGRAM THE VEHICLE TECHNOLOGIES PROGRAM THE INDUSTRIAL TECHNOLOGIES PROGRAM THE WEATHERIZATION AND INTERGOVERNMENTAL PROGRAM THE FUEL CELL TECHNOLOGIES PROGRAM THE SOLAR ENERGY PROGRAM THE WIND AN[) HYDROPOWER PROGRAM THE GEOTHERMAL TECHNOLOGIES PROGRAM NEWABLE ENERGY Delegation of Authority for Specified Program Managers to Issue Public Meeting Notices, Requests for Information, Issuance of Alternative Rating Methods, Comment Period Extensions and Reopenings, Notices of Document Availability, and Annual Energy Price Notices for Appliance Labeling The U.S. Department of Energy (DOE) issues numerous rule and rule-related documents regarding energy efficiency and renewable energy as required or authorized by law. Currently, these documents are signed by the Assistant Secretary for Energy Efficiency and Renewable Energy (EERE) pursuant to authority delegated by the Secretary and Under Secretary. Due to the volume of documents involved in the various energy efficiency and renewable energy programs, the authority to issue certain documents should be re-delegated. By virtue of the authority vested in me as Assistant Secretary for Energy Efficiency and Renewable Energy, including the authority contained in Department of Energy Delegation Orders No. 00-002.00J and No. 00-002.0lD, and in light of the policy process set forth in the Memorandum on the Rulemaking Process issued to all Departmental elements by the Deputy Secretary on September 14, 2010, I hereby delegate my authority as follows: I delegate to the Principal Assistant Secretary for Energy Efficiency and Renewable Energy all authority to issue rule and rule-related documents as within the authority of the Assistant Secretary for Energy Efficiency and Renewable Energy. 1 @ Printed wi1h soy ink on recycled paper Redelegation No. 00-002.01-01 EE1-DEL-EEMs-2011 Diane Cross-Out I delegate to the Deputy Assistant Secretary for Energy Efficiency and the Deputy Assistant Secretary for Renewable Energy the authority to issue, within their respective program responsibilities, test procedure rulemakings, rules that are not significant for purposes of EO 12866 except for determinations with respect to product coverage, public meeting notices, requests for information, framework documents, waivers of test procedures, issuance of alternative rating methods, comment period extensions and re-openings, notices of document availability, annual energy price notices for appliance labeling, and corrections to previously issued rules. The authority delegated in this memorandum does not include the authority to issue subpoenas, test notices, or other enforcement related documents.
