FROM: SUBJECT: Department of Energy Washington, DC 20585 " February ! 1 2011 Delegation of Startup Authorization Authorities for the Sodium Bearing Waste Treatment Project In accordance with DOE 0 425JD,'Ver!ficalion of Readiness io Startup or Restart Nuclear Facilities, the Secretary of Energy has delegated to the Deputy Secretary of Energy Startup Authorization Authority (SAA) for new Hazard Category 2 Nuclear Facilities. The Deputy Secretary further delegated to the Under Secretary of Energy SAA for new Hazard Category 2 Nuclear Facilities within the Under Secretary's areas of responsibility. The Under Secretary further delegated to me SAA for the Sodium Bearing Waste Treatment Project (SBWTP). The SAA approves the Startup Notification Report, the Operational Readiness Review Plans of Action, authorizes Startup, and performs other duties as specified in DOE 0 425.lD, consistent with the January 14, 2011, memorandum from the Secretary to the Field elements regarding improving mission efficiency, and the need to expedite and improve decision making processes by optimizing the number of people involved, and streamlining the number of steps. I am further delegating to the Deputy Assistant Secretary, Safety and Security Program, the SAA for the SBWTP. This is also consistent with the November 5, 2010, memorandum from the Principal Deputy Assistant Secretary for Environmental Management to you, which delegated SAA to you for restart of Hazard Category 2 Nuclear Facility following extended shut downs or substantial modifications. You should inform me when the requirements of DOE 0 425.ID have been met and you intend to authorize the startup of the SBWTP. If you have any questions, please contact me at (202) 586-7709. cc: D.
