I grant this authority in accordance with Appendix B, Responsibilities, Section 3, Program Secretar ial Officers and Deputy Administrators/Associate Administrators for the National Nuclear Security Administration, of the Department of Energy Order 413.3B, Program and Project Management for the Acquisition of Capital Assets; as appropriate, in that the order does not preclude delegation of this authority.
