This delegation is in accordance with Department of Energy Order 473.3, Protection Program Operations, and paragraphs 4(c) , 4(d)(ii), and 4(f) of the Memorandum of Agreement between the Office of Science and EM dated September 12, 2012, in regards to safeguards and security functions. This authority cannot be further delegated without my or my successor's approval. The ODFSA has the responsibility, from a security perspective, to prepare, review, coordinate, and approve MC&A and VA plans and documents, and is responsible for the acceptance and management of associated risks.
