DEPARTMENT OF ENERGY DELEGATION ORDER NO. 0204-17 TO THE DEPUTY SECRETARY OF ENERGY Pursuant to the authority vested in me as Secretary of Energy (“Secretary”) and by Section 642 of the Department of Energy Organization Act (Pub. L. 95-91), (the “DOE Act”), I hereby delegate to the Deputy Secretary of Energy (“Deputy Secretary”) the authority to carry out the functions vested in me pursuant to Section 252 of the Energy Policy and Conservation Act (Pub. L. 94-163), including all functions under the Voluntary Agreement and Plan of Action to Implement the International Energy Program, to prescribe by rule standards and procedures by which persons engaged in the business of producing, transporting, refining, distributing, or storing petroleum may develop and carry out voluntary agreements and plans of action which are required to implement the allocation and information provisions of the international energy program. In exercising the authority delegated by this Order, the delegate shall be governed by the rules and regulations of the Department of Energy and the policies and procedures prescribed by the Secretary. All actions taken pursuant to any authority delegated prior to this Order, and all actions encompassed within the scope of the authority delegated by this Order taken prior to and in effect on the date of this Order are hereby confirmed and ratified, and shall remain in full force and effect as if taken under this Order unless or until rescinded, amended or superseded.
