DEPARTMENT OF ENERGY DELEGATION ORDER NO. 0204-95 TO THE DIRECTOR, OFFICE OF MINORITY ECONOMIC IMPACT Pursuant to the authority vested in me as Secretary of Energy (“Secretary”) and Sections 211(e) and 642 of the Department of Energy Organization Act, Public Law 95-91 (“DOE Act”) there is hereby delegated to the Director of the Office of Minority Economic Impact (“Director”), in connection with implementation of the loan program for bid or proposal preparation by minority business enterprises seeking DOE contracts and assistance, the authority to: 1. Sign and issue solicitations and related documents, for publication in the Federal Register; 2. Perform all functions of the Secretary under 10 CFR Part 800; and 3. Take such other action as may be necessary or appropriate to carry out the authorities delegated in this Order. The authority delegated to the Director by this Order, and the authority of the Director under 10 CFR Part 800, may be further delegated by the Director in whole or in part. In exercising the authority delegated by this Order, or redelegated pursuant hereto, the delegate(s) shall be governed by the rules and regulations of the Department of Energy and the policies and procedures prescribed by the Secretary or his or her delegate(s). All actions pursuant to any authority delegated prior to this Order or pursuant to any authority delegated by this Order taken prior to and in effect on the date of this Order are hereby confirmed and ratified, and shall remain in full force and effect as if taken under this Order, unless or until rescinded, amended or superseded. Nothing in this Order shall preclude the Secretary from exercising any of the authority so delegated whenever, in the Secretary's judgment, the Secretary's exercise of such authority is necessary or appropriate to administer the functions vested in the Secretary.
