DEPARTMENT OF ENERGY
DELEGATION ORDER NO. 0204-35
TO THE ASSISTANT SECRETARY FOR RESOURCE APPLICATIONS
Pursuant to the authority vested in me as Secretary of Energy (“Secretary”) and by Section 642
of the Department of Energy Organization Act (Pub. L. No. 95-91) there is hereby delegated on a
nonexclusive basis to the Assistant Secretary for Resource Applications the authority to:
1. Administer the Geothermal Loan Guarantee Program authorized in Title II of the
Geothermal Energy Research, Development and Demonstration Act of 1974 (Pub. L. 93-
410), as amended;
2. Administer the Coal Loan Guarantee Program authorized in Section 102 of the Energy
Policy and Conservation Act (Pub. L. 94-163);
3. Administer the Alternative Fuel Loan Guarantee Program pursuant to Section 19(a) - (x)
of the Federal Non-nuclear Energy Research and Development Act of 1974, entitled
“Loan Guarantees for Alternative Fuel Demonstration Facilities” (Pub. L. 93-577, as
amended by Pub. L. 95-238, §207 (b));
4. Administer provisions of Sections 207(b) and 512 of the Department of Energy Act of
1978 - Civilian Applications (Pub. L 95-238), which provide for impact assistance to
communities affected by alternative fuel or geothermal projects;
5. Promulgate rules and regulations as necessary and appropriate for the Assistant Secretary
to perform his functions;
6. Sign documents for publication in the Federal Register which are necessary for the
Assistant Secretary to perform his functions;
7. Take such other action as the Secretary or his authorized delegates may, from time to
time, direct or authorize.
The authority delegated to the Assistant Secretary for Resource Applications may be further
delegated, in whole or in part, as may be appropriate, provided that the Assistant Secretary shall
not further delegate the authority delegated to him in paragraphs 5 and 6.
In exercising the authority delegated by this Order or as redelegated pursuant thereto, the
delegate(s) shall be governed by the rules and regulations of DOE and the policies and
procedures prescribed by the Secretary or his delegate.

Nothing in this delegation by the Secretary shall preclude the Secretary from exercising any of
the authority so delegated whenever, in his judgment, his exercise of such authority is necessary
or appropriate to administer the functions vested in him.
All actions pursuant to any authority delegated prior to this Order or pursuant to any authority
delegated by this Order taken prior to and in effect on the date of this Order are hereby
confirmed ad ratified, and shall remain in full force and effect as if taken under this Order, unless
or until rescinded, amended or superseded.
This Order is effective May 14, 1979.
