DESIGNATION ORDER NO. 00-08.00
TO THE DIRECTOR, OFFICE OF SECURITY
AND SAFETY PERFORMANCE ASSURANCE
1. DESIGNATION. Under the authority vested in me as Secretary of Energy, the
Director of Security and Safety Performance Assurance is hereby designated as:
1.1 The Department of Energy (DOE) official responsible for enforcement of
10 C.F.R. Part 824 pertaining to the assessment of civil penalties for
classified information security violations.
1.2 The Department of Energy (DOE) official responsible to perform the
duties set forth in 22 C.F.R. § 62.11 and § 41.63 pertaining to the
Exchange Visitor’s program.
2. RECISSION. None.
3. LIMITATION.
3.1 This designation covers all part of DOE, except the Federal Energy
Regulatory Commission.
3.2 In exercising the designated authority in this Order, the designee shall be
governed by the rules and regulations of DOE and the policies and
procedures prescribed by the Secretary of Energy or Deputy Secretary of
Energy.
3.3 Nothing in this Order shall be construed to supersede or otherwise
interfere with the authorities provided to the Administrator of the National
Nuclear Security Administration by law or by delegation. Furthermore,
nothing herein constitutes authority to exercise authority, direction, or
control or an employee of the National Nuclear Security Administration or
its contractors.
4. AUTHORITY TO REDESIGNATE. This designation may not be redesignated or
delegated.
5. DURATION AND EFFECTIVE DATE.
5.1 All actions by the designee pursuant to any authority provided prior to this
Order or pursuant to any authority granted by this Order taken prior to and

in effect on the date of this Order are ratified and remain in force as if
taken under this Order, unless or until rescinded, amended or superseded.
5.2 This Order is effective April 19, 2006.
