TO THE DIRECTOR,OFFICEOF HUMAN RESOURCESERVICES
1. DELEGATION. Pursuant to the Deputy Chief Human Capital Officer Delegation provided
to me under Delegation Order No. 00-002.13-01.01, I delegate to the Director, Office of
Human Resource Services authority to take the following actions:
1.1 Approve personnel actions, including internal development or training
assignments and agreements, involving positions at the GS-15 level and below or
equivalent in the competitive and excepted service.
1.2 Under 5 U.S.c. 2903, administer the oath of office and execute appointment
affidavits for all appointments for the DOE.
1.3 Administer the labor-management relations program in accordance with 5
U.S.c. Chapter 71. Represent the Agency in collective bargaining matters
occurring within the Office of Human Resources Services. While a chief
spokesperson may be assigned to negotiate on behalf of management, all labor
agreements shall be submitted to you for final concurrence and execution prior
to submission to me as the Delegate for the agency head for review and
approval pursuant to 5 U.S.c. 7114(c). Execution authorities within this sub
section (1.3) cannot be further delegated.
2. RESCISSION.Delegation Order No. 00-010.01-01.01B is hereby rescinded.
3. LIMITATION.
3.1 In exercising the authority delegated in this Order, a delegate shall be governed
by the rules and regulations of the Department of Energy and the policies and
procedures prescribed by the Secretary of Energy or delegate(s).
3.2 Nothing in this Order precludes the Secretary of Energy, the Under Secretary for
Management and Performance, the Chief Human Capital Officer, the Deputy
Chief Human Capital Officer, or the Director, Office of Human Capital
Management from exercising any of the authority delegated by this Order.
3.3 Nothing in this Order shall be construed to supersede or otherwise interfere with
the authorities provided to the Inspector General or Under Secretary for Nuclear
Security by law or by delegation. Furthermore, nothing herein constitutes
authority to exercise authority, direction, or control of an employee ofthe
National Nuclear Security Administration or its contractors.

3.4 With the exception of section 1.2, the authorities provided in this delegation are
provided with respect to the Office of Human ResourceServices.
3.5 Any amendments to this Order shall be in consultation with the Department of
EnergyGeneral Counseland the Office of HumanCapital Management.
4. AUTHORITYTOREDELEGATE.
4.1 Exceptasexpresslyprohibited by law, regulation, or this Order, the Director,
Office of Human ResourceServicesmay delegate this authority further, in whole
or in part.
4.2 Copiesof redelegations and any subsequent redelegations shall be provided to
the Office of Management, which managesthe Secretarial Delegations of
Authority system.
5. DURATIONANDEFFECTIVEDATE.
5.1 All actionspursuantto anyauthority delegatedprior to this Orderor pursuantto any
authority delegatedby this Ordertaken prior to and in effect on the date of this Order
are ratified and remain in force asif taken underthis Order,unlessor until rescinded,
amendedor superseded.
